Why?
We were just discussing with my friends about the difficulty in getting an Overseas Employment Certificate or what is famously known as "OEC". This is a document issued by the Philippine Embassy for Overseas Foreign Workers so that they will not pay the Terminal Fee and the Travel Tax at the Philippine Airport upon departure.
My friend asked me why the Philippine Embassy doesn't have any measures in reducing the queuing time just to get this OEC. We have some ideas in mind, thinking about the best process that the embassy might implement.
The Philippine Embassy Answered!
We then found out that the Philippine Embassy is way ahead from our idea. Starting today, December 3, 2012, all OFWs who want to get an OEC at the Embassy will now apply for an appointment online.
The process is simple, you just go online with this link:
Follow the procedure, click the Set an Appointment and fill up all the forms. Bring all necessary documents in getting the OEC.
The process of claiming the OEC personally takes around 30 minutes. This is way better than 1 to 1.5 hours of waiting.

DeleteYou can get an OEC at the Duty Free Philippines or at the NAIA airport (applicable if you stayed in Philippines for less than 5 days.)

ReplyDeleteIf really you can't get an OEC even on the day of your flight. You can have it in Philippines. Please check at the OWWA office at your place.

how come Philippine embassy closed their office during weekends, considering most of the OFW's here in SG are only available to process their documents during weekends only.

ReplyDeleteNope, You need to show your appointment letter to Window 2 before they give you a queuing number for OEC application.
DeleteI have booked my appointment on the 29th April i have no choice..ayaw ko rin sayangin ang oras k sa pinas para lng kumuha ng OEC dun ilang araw lng leave ko..my flight is on May 16...this is a good idea by the embassy..the problem is i have to sacrifice my time at work..at ayoko sanang mag leave ng halfday para lng kumuha ng OEC..before it was more convenient to me to have it on sundays atleast walang pasok..kahit na mahaba ang pila walang nasasayang na oras sa trabaho walang pasok eh agahan lng sa pagpunta..sana may appointment din sila during saturdays o sundays kahit alternate lng..we have to admit na madaming trabaho dito na kinakailangan ng mahabang oras na overtime gaya ko..may i ask meron pa ba dun sa Lucky Plaza kung saan pwede kmuha ng OEC?

ReplyDeleteYes you can do that as long as your employment pass, passport and OWWA is still valid at the date of your flight to PH. Once you go to the embassy, they will ask your flight details and they will indicate the validity of the OEC accordingly.

Hi, It's not offline. I just opened it a while ago. The problem is that the available appointment dates are dec 26 and 27 onwards...you might as well visit the embassy early this week and take some chances to get an OEC.
DeleteI went there last July and there are people who have no appointments. They were given a chance once the one with appointments were served.
If you can't still get the OEC, have it issued in a POEA office in Philippines.

DeleteThere are two ways that might work...
ReplyDelete1. At the appointment section of the website, don't select the date as shown at the date selector. Type the date and time on the Scheduled Date and Scheduled Time box. The format should be "Month Day, Year DAY (example: December 17, 2013 TUE)" and the time is (example: 2:00PM).
Fill up all the necessary information and Submit.
Note: I tried this on my appointment this December when the date was not reflected at the date selector yet. It work for me, I don't know if it still works at this moment but worth a try.
The reason is that some OFWs cancels there appointment and might leave some vacant slots (just my opinion).
If not....try this next method.
2. I went to the Philippine embassy few months ago to get an OEC. As I was waiting for my turn, I found out that the persons beside me are also waiting to get an OEC, but without the appointments.
They were waiting for all the appointment holders to finish their OEC issuance and that's the time they can get an OEC. Of course, they have to wait for a long time and wait for these chances.
You might want to try this move. This is not guaranteed and I don't know if it's still allowed.

ReplyDeleteHi Nora, try the online application again...it might just be busy as many OFWs go for this online service. Some, like you, goes to the embassy and they are told to book online or else they wait for hours so they can sneak-in after all those with appointments are done. Without an appointment is a it of risk and waste of time.

ReplyDeleteYou need to have an appointment, or else the embassy won't let you in. If you want to take a risk, you just go there and explain to them that you're going back to PH on May 5.

ReplyDeleteWhat you can do now is to try to get from the Phil. Embassy...if not, you can get one at NAIA Terminal going back to SG if you stayed 5 days or less in Philippines, else, need to go to a POEA office.

ReplyDeleteI think you cannot go to the Philippine Embassy without the appointment. You can try but it's 50% chance. The best thing to do is get an OEC at the NAIA airport before you go back again to Singapore or go to the Duty Free Philippines.

If your OEC is lost, you can get another at anytime as long as your job contract in Singapore is still valid. To get an appointment, click the link at the post above 'POLO-Singapore Balik-Manggagawa Appoinment System".

Delete1. NAIA - You can get the OEC if you stayed Pinas for less than 5 days. You can get it at the NAIA Terminal, Look for the OWWA booth. Cost is P100.00 per OEC.
2. Singapore Philippine Embassy - Make an appointment online, see the link above, then go to the Philippine Embassy in Singapore on your appointment date to get your OEC. Cost S$3.50 per OEC.
Hi Ben, Ask ko lang if inohonor ng POEA sa Pinas yung IPA? Renewal kasi ako and my current pass has been expired. Triny ko kasi dito sa Philippine Embasy di daw nila inohonor yung IPA. If sa Pinas ako kukuha, ok ba yun sa kanila? Paano ako makakuha ng OEC uuwi kasi ako ng Pinas this week.
ReplyDeleteYou're no longer an OFW if you don't have the Work Pass. Thus, you can not get an OEC because IPA is not a proof of employment.
DeleteEven if you're in Philippines, you still can't get an OEC because the prerequisite of OEC is an OWWA membership, which requires an employment document and that is the Work Pass in SG.
So, if you go back to SG from Pinas, you are now a visitor holding an IPA. You need to process it to get your Work Pass and so with OWWA and OEC. I hope you get my point.
Why don't you process your renewal now before you go back to Pinas? Read this link...

Hi Ben, Thanks sa feedback, tumawag ako sa POEA sa Pinas and inohonor daw nila yung IPA as long na same employer, ibang kaso na kasi if magchachange ng employer, yun daw yung from the start. basta dala ko lang ung luma ko visa and IPA ok na daw sa kanila. Matagal ko na kasi napabook yung ticket and last month pa approved yung IPA ko, late lang na-issue ng hr ung bagong pass. Anyway, they sent me a notification letter that I'm still valid to work in SG 'til August while waiting for m new card. FYI lang din.

DeleteIm trying to set an appointment but whenever i try to submit it always say that i had exceeded the number of tries... but dont know why? On my first try yun na yung lumabas... yung friend ko bilis lang nakaappoint and on the same day and same time kami nag set ng appointment pero... ako wala di makaset... ive been trying to set appointments for 3 consecutive days na on different dates hoping to get an appointment pero wala parin... help please please please Ben!

ReplyDeleteI already set my appointment using my Ipad. unfortunately hindi ko po maiprint. So tnrykopo mag log in ngayon pero ayaw na mag setng appointment. What to do?
Make sure na pwede po kayo magprint pag nagpaapointment kayo. Kung di nyo po maprint sa IPAD, di ako sure kung pwede, pero try nyo na print to PDF file mo muna. Print mo nalang later sa printer.
